Autorização para que a Santa Casa da Misericórdia de Lisboa pudesse realizar anualmente uma lotaria com o capital de 360.000 cruzados, arrecadando 12 porcento do montante dos prémios a pagar. Esta receita deveria ser distribuída, em partes iguais, pela Academia de Ciências de Lisboa, pelo Hospital de São José e pela Casa dos Expostos da mesma cidade.
Inclui o plano e as condições da extração a realizar no ano de 1784.
